Regina Public Library welcomes new CEO

The Regina Public Library Board of Directors is pleased to announce the appointment of Beth Côté as RPL’s new Chief Executive Officer effective October 13, 2026.

Côté holds a Master of Library and Information Science degree from the University of British Columbia and is a proud alumnus of the University of Regina. She brings more than 16 years of public library experience in Saskatchewan public libraries, most recently as Director, Public Services at Saskatoon Public Library.

“We are thrilled to welcome Beth as Regina Public Library’s new CEO,” Marj Gavigan, Board Chair, said. “Her experience, leadership, and dedication to public service make her an excellent fit as we build on our strengths and look to the future.”

Côté is passionate about public libraries and champions inclusivity, innovation, intellectual freedom, and community engagement. 

“I’m excited to join Regina Public Library and lead a team that has made such a meaningful difference in the community,” Côté said. “I look forward to getting to know Regina again, connecting with residents, and helping shape the future of library service in our city.”

Côté succeeds Jeff Barber, who is retiring after 21 years as RPL's CEO. Barber's last day is October 9, 2026.

“The Board wants to thank Jeff for his 23 years of leadership and service to Regina Public Library,” Gavigan said. “We wish him all the best in his retirement.”

Côté echoed the sentiment: “I am grateful to Jeff Barber, who leaves RPL a rich, innovative, and connected organization and to all the staff who make RPL the welcoming library system it is today,” she said.
