A Working Definition of Literacy
Literacy involves a continuum of inter-related skills, practices and
learnings that contribute to development of an individual's ability to understand, communicate and participate in a
variety of settings in the home, at work, in education and in the community.
These include:
- listening and speaking,
- reading and writing,
- observing, viewing and representing,
- numeracy and
- use of technology such as computers and calculators.
Literacy is essential to, and can influence the ability to:
- think critically;
- make decisions;
- solve problems and resolve conflicts.

Saskatchewan Provincial Literacy Strategy
A few statistics:
2 in 5 people aged 16 - 69 in Saskatchewan have difficulty with reading and
writing skills.
1 in 5 adult Canadians do not read well enough to deal with daily tasks.
1 in 4 adult Canadians do not have enough literacy skills to participate
fully in the economic and social life of their communities and our country.
