A Working Definition of Literacy

Literacy involves a continuum of inter-related skills, practices and learnings that contribute to development of an individual's ability to understand, communicate and participate in a variety of settings in the home, at work, in education and in the community.

These include:
  • listening and speaking,
  • reading and writing,
  • observing, viewing and representing,
  • numeracy and
  • use of technology such as computers and calculators.
Literacy is essential to, and can influence the ability to:
  • think critically;
  • make decisions;
  • solve problems and resolve conflicts.


Saskatchewan Provincial Literacy Strategy

A few statistics:

2 in 5 people aged 16 - 69 in Saskatchewan have difficulty with reading and writing skills.

1 in 5 adult Canadians do not read well enough to deal with daily tasks.

1 in 4 adult Canadians do not have enough literacy skills to participate fully in the economic and social life of their communities and our country.
